MUNICIPAL
Tectonic has been providing planning, engineering and surveying services to municipalities for over 20 years in the capacity of designated municipal engineer as well as on a specific project basis. As designated municipal planners and engineers, we have completed the planning and design for a wide range of public infrastructure projects. Additionally, we have served on Planning Boards for both the environmental and engineering review of residential and commercial projects.
Tectonic has the ability to provide a wide variety of in-house engineering support services including, but not limited to, surveys, site investigations, environmental investigations or studies, structural evaluations, code-compliance reviews, planning, security assessments, construction inspection, materials testing and subsurface soil and geologic investigations. Our ability to provide these services in-house allows us to respond quickly and control costs.
Tectonic provides professional planning and zoning services in support of the activities of the Municipal Board, Planning Board and Zoning Board of Appeals. Our approach to providing these services is to partner with the municipality to work cost effectively and at the same time provide a better level of service to the community.
Tectonic works with municipalities to:

Tectonic’s expertise in Transportation Engineering, Structural Engineering, Geotechnical Engineering, Construction Administration and Construction Inspection provides us with the ability to design roadway, highway and bridge rehabilitation and reconstruction projects that meet both regulatory and budgetary requirements. Our approach to all transportation design projects is to perform a comprehensive investigation of the existing conditions and analyze potential solutions for achieving the project goals and minimizing negative impacts on adjoining properties and the environment.
Tectonic welcomes the opportunity to assist municipalities with providing information to the public, soliciting public input, and generating public support for the proposed project. It is our opinion that a critical component in successful development of any public works project is establishment of a mutually cooperative partnering relationship between affected homeowners, local civic and business groups, and the highway department. Tectonic has a history of success in the public participation process.

States and local municipalities require that the quantity and quality of stormwater runoff from new developments should not be altered from the predevelopment conditions. Presently the responsibility to design and build on-site facilities to meet these requirements generally lies with the project owner. As county drainage agencies and local municipalities implement regional and watershed-wide stormwater management plans, the project owner’s burden will shift from constructing theses facilities on-site to paying its fair share of the cost for regional or watershed-wide facilities. Tectonic has the experienced staff and state of the art resources to design on-site stormwater management facilities that can be cost effectively constructed and maintained. Tectonic considers and evaluates all possible options in order to produce a design that has the least possible negative impact on the owner’s project.
Consideration is given to:
- Treatment Facility Type, Location and Geometry
- Innovative Stormwater Treatment Practices
- Stormwater Pond and Wetland Usage
- Low Impact Development Practices
- Innovative Site Planning Techniques
- Stormwater Credit Evaluation
Tectonic also performs stormwater construction compliance inspections as required by regulatory agencies.
Having in-house capabilities in the areas of hydrogeology, hydrology, hydraulics, geotechnical and environmental engineering and regulatory permitting, Tectonic can provide municipalities with the following services related to supply, distribution and storage of potable water:
- Source Water Feasibility Studies
- Groundwater Supply Well Design
- Surface Water Reservoir Design
- Distribution Main Design and Rehabilitation
- Pump Station Design
- Storage Tank Design and Rehabilitation
Whether it be an aging sanitary sewer system or a need to create a new sanitary sewer district or new collection and pumping infrastructure, Tectonic is prepared to take on the challenge. Our approach to a sewer rehabilitation project is to perform a thorough condition assessment, evaluate all repair and/or replacement options and prioritize recommendations to allow a municipality to plan projects within its financial capabilities. New infrastructure is designed using a similar approach and all projects are designed to minimize impacts to adjoining residential and commercial properties.
Services provided in this area of expertise include:
- Collection Network Design

If your municipality owns a dam, it is responsible for maintaining and operating the dam in a safe condition at all times so it does not constitute a hazard to life, health, or property. Because a dam impounds water that, if released in an uncontrolled manner could cause damage, it is the owner’s responsibility to take appropriate measures, including performing periodic inspections, maintenance, monitoring, structural evaluations and needed repairs. These responsibilities can be a heavy financial burden for a municipality if not managed in a cost effective manner.
Tectonic personnel have been practicing dam engineering for over 30 years. Dam engineering is, and has been, a principal service for the firm. We are familiar with regulatory protocols, the state of the practice, new technologies and current trends through on-going projects and seminar and conference participation. This experience and knowledge provides us with the expertise needed to develop cost effective solutions for dam rehabilitation projects and regulatory compliance.
Tectonic offers a full range of dam engineering services including:
- Dam Safety Inspections
- Operation and Maintenance Plans
- Emergency Action Plans
- Engineering Assessments
- Rehabilitation Studies
- Design
- Permitting
- Capital Planning
- Construction Administration and Inspection
Public safety has always been one of the key missions of municipal government. Recent disasters resulting from both man-made hazards, including the 911 events and the Oklahoma City bombing, and the natural hazards such as hurricane Katrina and the 2004 Tsunami, have resulted in significant loss of life and property, as well as interruption of public services. Therefore, the importance of public safety has been elevated as the number one priority, resulting in public safety and homeland security being integrated into a synergistic effort. Tectonic's engineers, emergency managers and security specialists have been working with municipalities for over twenty years helping to secure critical infrastructure and key facilities against intentional malicious acts and to prepare for emergencies. Tectonic can develop a total program plan for your community to increase security and reduce potential risk.
