MacMillan, P.E., Assistant Vice President – Transportation to our team following his distinguished retirement from the New York State Department of Transportation (NYSDOT). With over three decades of public service and leadership in civil and transportation engineering, Lance brings a wealth of experience, strategic insight, and a deep commitment to infrastructure excellence.
Most recently serving as Regional Director for NYSDOT Region 8, Lance oversaw operations across the Hudson Valley, managing a workforce of over 1,000 employees and leading major capital projects such as the Route 17 Exit 131 Diverging Diamond and the Westchester County Design-Build Bridge Bundle. His leadership in regional transportation planning, emergency response coordination, and stakeholder engagement has left a lasting impact on New York’s infrastructure landscape.
Lance is a licensed Professional Engineer in New York State and holds a B.S. in Civil Engineering from the State University of New York at Buffalo. His extensive background in both design and maintenance engineering, combined with his collaborative approach and dedication to public service, make him a valuable asset to Tectonic Engineering as we continue to deliver innovative and resilient engineering solutions.
