Reconstruction and Adaptive Reuse of Anderson Athletic Center – United States Military Academy

The Anderson Athletic Center located in West Point, New York, is a new state-of-the-art exercise and training facility for the West Point Cadets. The 21,000 square foot athletic center features a mix of strength and condition training rooms as well as team conference and locker rooms. The multi-story building is a rehabilitated 1850’s structure which has been updated and internally redesigned to maintain the façade of the building but at the same time provide a spacious and structurally sound interior.

The scope of work included complete reconstruction of the interior of the building and structural skeleton to support the existing brick wall and slate roof exterior. The structure presented a unique challenge due to the need for temporary shoring of the roof while construction takes place around it as well as the need to underpin due to settlement of the structure in various locations. The new structure is completely supported by the interior structural elements with the exterior wall as a façade with essentially a building within a building.

Tectonic’s services included design management, construction management oversite, project management, payment processing, and project coordination. The Tectonic team also served as the primary liaison between the Owner, Contractor, Academic Services, DPW, Architect and Engineer throughout the project.

  1. Managed Project Schedule: Tectonic managed the project from design inception in 2017 until construction completion in 2020. A significant challenge to the schedule was removing the CM/Builder and bidding the project as a traditional Design/Bid/Build.  The reason for changing the construction method was the original CM/Builder would not honor the fixed price agreed upon.  Tectonic advised the owner to change to a Design/Bid/Build and managed the process with the Design Team.   In addition, the original Architect went out of business while the project was in construction and Tectonic managed the transition to a new architect utilizing the same Project Architect who was hired by the new company. Even with the two major team adjustments the construction of the project was completed in the original 15-month construction schedule.
  2. Managed Budget and Scope: The Project was designed as a CM/Build project, but after extensive negotiations with the selected CM/builder who would not honor the fix price, the Tectonic team converted the project to a Design/Bid/Build and rebid the project. At that time the budget was also increased from $13M to $14M.  The project was completed within the $14M construction budget.
  3. Managed Quality Assurance and Quality Control: Specific techniques and unique methods employed to monitor areas such as Construction Quality, which involved the daily field monitoring with team of 2 and promptly address any field conditions to mitigate other construction conflicts.
