Orange County Department of Public Works CR 32 (Mill Street) Evaluation

Tectonic performed geotechnical services to investigate the root causes of a slope failure along Moodna Creek and Orange County Route 32. The observed slope failure is located on a slope west of the southbound lane of Mill Street (County Route 32), which is located between the roadway and the east bank of Moodna Creek in the Town of Cornwall, NY. The slope has a total height of approximately 96 feet between the stream bank and the western edge of Mill Street, over a total length of approximately 178 feet with an average slope of approximately 1.9H to 1V. Observations show that the face of the slope varies, with the slope angle near the head scarp approaching a near-vertical condition.

Tectonic’s scope included the review of publicly available aerial photographs and other information related the existing slope failure, to assess the rate of progress of the failure and estimate future progress; prepared a desktop model of the existing slope, evaluate its relative stability, and evaluate potential causes of the ongoing failures though the use of publicly available topographic information, site observations and our knowledge of the local soils; discussed potential remedial actions to stabilize the roadway and/or the existing slope, and developed three stabilization options; performed a preliminary cost assessments of three potential stabilization options; and prepared an engineering report presenting the results of the geotechnical

assessment, geotechnical recommendations for remedial options to stabilize the subject slope and estimates for stabilizing the existing conditions.
