The project is bounded by W 31st St to the north, W 28th St to the south, 9th Ave. to the east and 10th Ave. to the west. The project area comprises mostly commercial and residential low and high-rise buildings including new construction of the developing Hudson Yards District. Pedestrian and vehicular traffic volume is high, particularly in the intersection of W 30th Street and 9th Ave where much of the rush hour traffic from the Lincoln Tunnel is directed which creates a complex intersection layout, making the enforcement of the Work Zone Traffic Control Plan an important factor. Chelsea Park is adjacent to the project area. The Hudson Yards District has a booming lunch business with large amounts of pedestrian traffic; special care has been taken to coordinate and minimize noise and MPT encroachments to accommodate the local businesses. Great care has been exercised to ensure the structural integrity of the existing sidewalk vaults remained unaffected by construction work. Significant coordination was required to manage the installation of city-owned subsurface utilities such as catch basins and connections, and steel and ductile iron water mains and sewers. This is because several identified and unidentified utility interferences existed (unmapped sewers, steam pipes, gas and electric mains, manholes and vaults etc.) and there was limited space to install the required facilities.
A significant portion of the work included the installation of various diameter steel and ductile iron pipe water mains (12”-48”) and large size concrete sewers up to 90” in diameter. One section of 90” sewer was installed using the tunneling method know as pipe jacking with a tunnel boring machine. There were also a large quantity of catch-basins and connections, various sewer manholes, sidewalks and roadway restoration and ADA pedestrian ramps. The project also included installing standard and Grand Central style streetlights and traffic signals. Continual coordination with MTA Buses and NYCDOT OCMC was required with the two major NYCT bus lines that had routes on 9th and 10th avenues through the project and bus stops for the M11 line were temporarily relocated.
