City of New Rochelle, Village of Larchmont, Town of Mamaroneck, and Village of Pelham Manor – Construction Management and Inspection Services for Sewer System Rehabilitation

Tectonic is providing professional Construction Management services to the Department of Public Works in the City of New Rochelle. The services include management of the Environmental Facilities Corporation (EFC) State-funded sewer system rehabilitation using the open cut repairs and trenchless lining method, plus manhole repairs as necessary for the City of New Rochelle, Town of Mamaroneck, Village of Larchmont, and Village of Pelham Manor.

Tectonic’s Resident Engineer ensures proper coordination in advance of construction work for projects requiring open cut repairs prior to lining repairs. Tectonic manages all documentation using Procore management software.

Tectonic oversees compliance with contract provisions, labor laws, insurance as required by federal, state and local regulation, as well as the stormwater pollution prevention plan, and the traffic control plan.

New Rochelle Open Cut Repairs:

Note: some sewer pipes have both open cut and lining repairs

  • Open cut repairs No. 1 through 11 work will require only one location for MPT plan. There are 8” diameter VCP pipes that are marked for repairs and if required, replacement with DIP with epoxy lined interior. The repairs No. 11 is located on a NYS Highway that will require state permit. (Note, Code 53 mark out will be required for all these repairs)
  • Open cut No. 12 thru 16, 48 and 49, will also require MPT plan for locations 14 and 49. There are existing 6”, 8”, and 10” diameter VCP pipes that are marked for repairs and if required, replacement with DIP with epoxy lined interior.
  • Location No. 60, will require special care and coordination with the local utility company (Con Edison) due to the existing Oil-Static line (High Voltage Electric)

Larchmont Open Cut, Lining & Manhole Repairs:

Note: some sewer pipes have both open cut and lining repairs

  • Open cut repairs No. 17 through 20 and 22 through 27 repairs requires 8” diameter VCP sewer pipes be repaired and if require, be replaced and or lined with new DIP pipe with epoxy lined interior. (Code 53 mark out will be required for all these repairs)
  • Open cut repairs No. 28 through 30 and 51; will not require a MPT plan. The 8” diameter pipes repaired, and if required, will be replaced with DIP pipe and or lined.
  • Open cut repairs No. 52 through 55, will not require MPT plan and the existing 8” diameter pipes are marked as asbestos cement lining, which must be removed and disposed of as per NYS DEC guidelines.

Mamaroneck Open Cut, Lining & Manhole Repairs:

Note: some sewer pipes have both open cut and lining repairs

  • Open cut repairs No. 31 has existing 8” Cast Iron pipe and will require MPT plan.
  • Open cut repairs No. 38, 39, have existing asbestos cement lining, removal and disposal should be as per NYS DEC guidelines. MPT plan is requires for repair No. 38.
  • Open cut repairs No. 41 through 43, has existing 8” pipe and only No. 42 requires MPT plan.
  • Open cut repairs No. 46 and 47, have existing asbestos cement lining which requires proper removal and disposal as per NYC DEC guidelines
