Tectonic provided Construction Management Services, as an owner’s representative for the NYS Governor’s Office of Storm Recovery (GOSR) of the Housing Trust Fund Corporation (HTFC), in connection with its administration of U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant-Disaster Recovery (CDBG-DR) funds appropriated by the Disaster Relief Appropriations Act, 2013 (Pub. L. 113-2).
Tectonic is providing Construction Management services for the GOSR Construction Program for single family home elevation, reconstruction, mobile home, and bulkhead projects. This service includes coordination with Environmental, Case Management, Interim Mortgage Assistance, Demonstrable Hardship programs, Construction Quality Assurance and the project delivery office (PDO) of GOSR. Tectonic project managers served as the lead construction project management staff responsible to manage direct contracts with prime design professional, general contractor and environmental remediation vendors on behalf of the GOSR for multiple tasks under the CDBG-DR assistance program for single family housing.
The overall program includes elevating and reconstructing over 300 single family houses, and bulkheads damaged by Superstorm Sandy on Long Island. Services for this program generally include the following oversight:
Design Services consists of managing HTFC or homeowner contracted design professional vendors comprised of Architectural and Professional Engineering firms for single family home elevation, reconstruction, and/or bulkhead rehabilitations. This phase includes management of vendors’ designs for code, program guidelines, coordination with the municipalities, FEMA compliance, for purposes of letting to construction. This includes review of constructability of construction documents, and the coordination of all deliverables required for procurement. Tectonic also manages the design schedule and facilitates the construction bid packages for procurement.
Preconstruction Services consists of homeowner coordination for move out, utility disconnections, home preparation for construction, and coordination with the building department, to obtain all necessary permits. This phase also includes coordination with all stakeholders such as the municipality, NYSDEC, Town Wetlands, planning/zoning board, and local Public Works agencies for approval of work.
Construction Services consisted of reviewing contract bid documents; outreach with homeowners, coordination with municipalities and utility companies, and managing the contractors’ cost, schedule, and quality, in accordance with the solicitation and executed contract. This phase also includes process implementation of vendor management with meetings, reporting and contract review, and processing of change orders and invoices.
Closeout Services consisted of homeowner approvals, coordinating municipal inspections, environmental clearance, punch list, Certificate of Occupancy, and organizing all documents within the program document controls database to archive and closeout each project. Further this phase requires management of the warranty period of the contract and contact with the homeowner for completed works.
