Green Infrastructure of the Flushing Creek CSO Tributary Area TI-010, GCTI10-02 Phase 2 & GCTI10-03 Phase 3 Construction of Right-Of-Way (ROW) Queens

Tectonic provided Resident Engineering Inspection (REI) services to supervise and inspect the construction of sustainable green infrastructure in the Flushing Creek CSO tributary area in compliance with NYC’s Green Infrastructure program and the NYC Department of Environmental Protection. The green infrastructure improves stormwater management by utilizing natural or similar systems to manage stormwater runoff and reduces Combined Sewer Overflow (CSO) discharges into NYC waterbodies in a cost-effective way.

Staged work included the construction of the following approximate Green Infrastructures:

  • 378 ROW Bioswales
  • 29 ROW Bioswales Type D utilizing Catch Basins and Connections
  • 22 ROW Infiltration Basins
  • 7 ROW Stormwater Greenstreets
  • 46 ROW Greenstreets

Scope of work also involved the construction of standard structures:

  • Steel Faced Concrete Curbs
  • Concrete and Reinforced Concrete Curbs
  • Historical Granite Curb
  • Concrete Sidewalks
  • Roadway Pavement
  • Soil and Stone Installation
  • Protective Tree Barriers, Plantings of Tree and Other Green Vegetation
  • Temporary Pedestrian Passageways in Roadway Areas during Construction

Community involvement and a Community Liaison coordinating with area businesses, residents, NYFD, NYPD and MTA NYC Transit is critical to mitigate the impact on the community during construction and minimize quality of life disruptions.  Maintenance and Protection of Traffic (MPT) Plan was implemented to ensure safe, clearly delineated work areas; and provide both pedestrian and vehicular access.

  1. Pedestrian access was maintained at all times
  2. Vehicular access was restricted during work hours
  3. Parking was temporarily restricted in certain locations
  4. Driveway access was temporary restricted
  5. Bus operations were redirected as needed to minimize impact on service.

As the REI, Tectonic’s chief responsibilities include:

  • Monitoring the issuance of all contractor’s work permits and safety related permits
  • Monitoring construction related work activities to confirm work complies with NYCDDDC, NYCEPA, and NYSDOT requirements and standards
  • Maintain documentation and progress meetings
  • Monitor Site Safety Plan
  • Notify DDC of any non-comforming details and work toward resolution.
