The property making up the Philadelphia International Airport (PHL) contains areas of jurisdictional wetlands and waterways subject to federal and state regulation. Tectonic was contracted to provide Construction Management and Inspection services in support of the overall plans to develop a viable wetlands mitigation area to compensate for impacts of proposed and future development of the Philadelphia International Airport. Of specific significance is the recently acquired parcels to the west of the airport and the extensive development planned for this area. PHL is moving forward with efforts to develop a Tidal Wetlands Mitigation Project at Franklin Delano Roosevelt (FDR Park), a City-owned public park located in South Philadelphia.
This Project consists of constructing a 29-acre tidal wetland mitigation site at FDR Park. The Work includes:
- Temporary haul road construction.
- Excavation of a 29-acre tidal wetland basin.
- Testing, sorting, and handling of excavated materials.
- Constructing a soil hill with fill excavated on-site and disposing of residual waste materials in accordance with applicable laws and regulations.
- Retrofitting two historic 3-foot by 6-foot brick arch culverts with tide gate structures.
- Wetland, meadow, and turf seeding.
- Minor grading adjustments for wetland establishment.
- Planting plugs and containerized plants.
- Supplemental seeding for wetland establishment.
- Monitoring and adaptive management plan to ensure site establishment.
- Non-native invasive plant control.
- Removal of haul road and associated sediment controls and fencing. Project challenges included residual soil material testing and handling, working in an active community park, and procuring over 44,000 trees, shrubs, plugs and other vegetation.
