Kean University’s Demolition of Willis Hall Hazardous Materials Abatement and Demolition

Tectonic planned and managed the hazardous materials (HM) abatement and demolition of Kean University’s Willis Hall, a 50+ year old structure with known asbestos contamination. Services provided include the following:

Hazardous Materials Services
  • Hazardous materials (HM) survey with review of regulatory status under the New Jersey Department of Community Affairs (NJDCA) and Federal Rules.
  • Subsurface Geophysical Survey to confirm the locations of the buried utilities.
  • Soil testing for disposal purposes and analysis for the modal suite of disposal parameters, accompanied by a concise test report provided to the Contractor.
  • Permitting under the NJDCA, United States Environmental Protection Agency (USEPA), New Jersey Department of Labor and Workforce Development (NJDOL), and the City of Union.
  • Preparation of HM abatement plans and specifications, as prepared by a US EPA certified AHERA (Asbestos Hazard Emergency Response Act) asbestos Project Designer.
  • Hosting of pre-bid meeting; answering all RFIs; and recommending of the most qualified lowest contractor bidder.
  • Inspection and monitoring of the hazardous materials abatement by a certified licensed Asbestos Safety Control Monitor (ASCM) to ensure it is complaint and fully completed, and daily monitoring for fugitive emissions.
  • Interior air monitoring, sampling, and testing performed by NJDCA-certified Asbestos Safety Technicians (AST).
  • Real-time air monitoring performed at the perimeter of the work area, outside the building, utilizing Direct-Reading Instruments (DRI).
  • Close out of abatement by assembling all project documents, inspection and test results and other records into a project file sufficient to properly close the action under Federal and State program rules.
Demolition Services
  • Preparation of demolition specifications and plan drawings, including staging and sequencing plans, and waste management and safety plans, to guide the decontamination phase, and assistance with the competitive bidding of this phase of work and Kean’s selection process.
  • Permit guidance and assistance with the New Jersey Uniform Construction Code (NJUCC or UCC), per N.J.A.C. 5:23 et seq. and the City of Union; and Soil Erosion and Sediment Control (SESC) permitting under the applicable regional Soil Conservation District (SCD).
  • Testing of imported fill to verify product meets the definition of Clean Fill.
  • Inspection of all demolition work, tracking progress and shipments, plus monitoring for fugitive emissions daily and Perimeter Air Monitoring for fugitive silica dust.
  • Close out of demolition by assembling all project documents, inspection and test results and other records to properly close the action under Federal and State program rules.
