Tectonic performed emergency response asbestos-related services at the A. Harry Moore School, in the City of Jersey City in response to a catastrophic failure of the porte-cochère (aka Portico) entrance ceiling on a school day. Tectonic assisted to isolate the area, performed public notification and coordination of potential asbestos hazards. Tectonic managed the assessment of the structural debris and then extended surveys into the building to rule-out the potential for internal structural failures to contaminate the building interior with asbestos. Services provided include the following:
Hazardous Materials Services
- Hazardous materials (HM) survey for Asbestos-Containing Building Materials (ACBM) throughout the entire building.
- All ceilings and plenums were assessed pursuant to the Asbestos Hazard Emergency Response Act (AHERA). Included pre-survey inspections before ceiling openings for sampling.
- Full-depth intrusive ceiling sampling. Testing (sampling and analysis) of all ceiling components and material present inside the plenum spaces.
- In addition to bulk sampling, settled dusts under or near identified Asbestos Containing Material (ACM) was tested using indirect sampling, to ascertain whether ceiling demolition for access to ACM could liber airborne asbestos fibers.
- Preparation of asbestos abatement plans and specifications, as prepared by a US EPA certified AHERA (Asbestos Hazard Emergency Response Act) asbestos Project Designer.
- Hosting of pre-bid meeting; answering all RFIs; and recommending of the most qualified lowest contractor bidder (in progress, Fall 2020).
- Inspection and monitoring of the hazardous materials abatement by a certified licensed Asbestos Safety Control Monitor (ASCM) to ensure it is complaint and fully completed, and daily monitoring for fugitive emissions – PENDING.
- Interior air monitoring, sampling, and testing performed by NJDCA-certified Asbestos Safety Technicians (AST) – PENDING.
- Close out of abatement by assembling all project documents, inspection and test results and other records into a project file sufficient to properly close the action under Federal and State NJDCA (N.J.A.C. 5:23-8 (aka Subchapter 8). program rules – PENDING.
