138 to 13.2 kV Port Jervis Substation Replacement

Under several contracts with Orange & Rockland Utilities, Inc. (including a three-year term contract for site engineering and environmental permitting), Tectonic performed design services in support of various project elements for the Utility’s multi-phase, multi-year replacement of the Port Jervis Substation. The project program included replacement of an undersized/outdated, 100-year old substation complex with new transmission/distribution interface structures and three transformers spread across two sites separated by a City street.

As part of the Substation replacement, Tectonic performed a variety of services from investigations, to design, to procurement support, and lastly construction support:

  • Geotechnical subsurface investigations (including laboratory testing, analyses, and reports providing recommendations for design and construction).
  • Engineering design services for rock cut, multiple segmental retaining walls, 5 take-off tower foundations, a telecom facility foundation, moment slab/impact attenuation design, adjacent pedestrian improvements, earthwork analyses, roadway pavement reconstruction, and high-voltage interconnection duct bank routing.
  • Maintenance and protection of traffic (MPT) planning. The MPT plans included the design and preparation of the traffic control plans for nine (9) distinct roadway lane closure stages associated with the substation interconnection, underground electric construction, and underground gas main replacement.
  • Technical specification development, procurement package preparation, and constructability review.

 

During construction of the substation, Tectonic reviewed blasting plans, provided preconstruction surveys, performed vibration monitoring, supplied material testing, observed/monitored the blasting procedures and operations, and directed scaling/shotcrete stabilization.

During the separate construction of improvements to the incoming 138kV transmission line, Tectonic also reviewed blasting plans, and provided construction observation services to audit and monitor the blasting contractor’s procedures and operations.
