On-Call Owner Representative Engineering Services

Tectonic provided engineering design services for multiple projects varying in scope under a two-year contract.

Tectonic developed schematic diagrams identifying key characteristics and project scale based on the data collected from our initial survey of existing conditions. Design development of contract documents followed which were composed of detailed drawings, specifications and cost estimates.  The firm coordinated with outside agencies for permits and resolved any outstanding design issues which were later incorporated into the final design documents.  Tectonic conducted reviews and analyses of bids: assisted Battery Park City with interpreting plans and specifications, preparing and issuing addenda and other supplementary information, attending meetings as requested and evaluating bids. During the construction phase, Tectonic provided construction oversight, attended meetings, reviewed and approved shop drawings and material samples.

Construction Management Requirements Contract

Through several consecutive requirements contracts with New York City Transit, Tectonic performed construction management services for various projects throughout New York City, including:

  • Rehabilitation of the Coney Island/Stillwell Avenue Station in Brooklyn, Contract C-34573
  • Replacement of 5 Elevators at Various Locations, Contract E-34009, NY, NY
  • Installation of Elevators at the 125th and St. Nicholas Avenue Subway Station, Manhattan, NY
  • Installation of Escalators at the 125th and St. Nicholas Avenue Subway Station, Manhattan, NY
  • Installation of Eight Escalators at Five Locations, Manhattan, NY
  • Installation of Escalators at 34th Street and 7th Avenue Station, Manhattan, NY

Scope included rehabilitation of subway platforms, structural steel members, masonry walls, stairwells, toll booths, columns, electrical and mechanical systems and elevators and escalators.

Construction Project Management Services Contract

Through several consecutive on-call contracts with NYC Department of Parks and recreation, Tectonic has been providing construction management and construction inspection of park facilities citywide. Scope has included preconstruction review, estimating, supervision and inspection services, contract administration and technical support.

Tectonic’s services also included some design work in the areas of civil, electrical and mechanical engineering as well as architecture and landscaping.

Park and facility types varied from pavilions, maintenance facilities, comfort stations, playgrounds, golf courses, wetland mitigation, electrical substation, waterfront spaces, bike paths, etc.

Indefinite Quantity Construction Management & Inspection Contract

Tectonic provided Construction Management and Inspection services to the MTA Bus Company as part of a five-year on-call contract. Services were provided during the preconstruction, construction and close-out phases and included construction of new – and upgrades to – Bus Depots.

Scope of each project varied, including new annexes, roof replacements, asbestos abatement, ventilation systems, emergency generators, parking lots, bus washers and compressors replacement, and relocation of tank farms.

Projects were performed with focus on site safety, schedule and budget, adequacy of the project staff, critical and technical components of the construction work, compliance with project requirements, timely resolution of private utility issues, community outreach, accuracy and completeness of project work, documentation and deliverables.

South Bridge Extension & Rector Street Bridge Retrofit

Tectonic provided Construction Management services for all phases of the South Bridge Extension and Rector Street Bridge Retrofit projects from design development through construction. The project was a key final stage of the reconstruction of Route 9A adjacent to the World Trade Center site in lower Manhattan.

Scope included demolition of existing elevator, stairs and a temporary enclosure and the construction of new and construction of new bridge supports elevator and terminus for South Bridge

The firm oversaw the project’s quality and budget control, schedule and all construction work. Tectonic additionally coordinated with all parties and stakeholders in the project including private utilities, adjoining buildings, adjacent construction projects, local business alliances and residential associations.

Construction Management review of design documents focused on constructability, availability of materials, coordination with stakeholders, adequacy of maintenance and protection plan, budget and schedule, impact to adjacent buildings, potential conflicts with coinciding construction projects and construction phasing. Tectonic also reviewed and oversaw public notification for this critical and highly visible project.

Routes 19 & 46 Drainage Improvements

Tectonic is providing construction management and inspection services for drainage improvements along Routes 19 and 46, in Passaic County, NJ. The $5 million project entails milling and resurfacing with Hot Mix Asphalt (HMA), construction of culvert extensions, installation of temporary Maintenance & Protection of Traffic (MPT) structures, as well as signage.

Work includes the oversight of multiple NICET-certified inspectors along with the construction management tasks of coordinating shop drawings and schedules, tracking and controlling budget, and resolving all Requests for Information (RFIs).

To limit disruption of traffic during construction, both day and night shifts were utilized.

GOSR Term Agreement for Program Management and Advisory Services

In October 2012, the largest storm surge in New York’s recorded history swept ashore. Hurricane Sandy’s effect was devastating, causing widespread damage to core infrastructure. To assist with the relief of affected residents, Tectonic holds a three year period to provide expert policy and regulatory consulting, information, project management support, research and financial analysis, data and information systems support and other services across an expansive range of CDBG-DR funded projects and programs.

GOSR Term Agreement for Construction Management and Support Services

In October 2012, the largest storm surge in New York’s recorded history swept ashore. Hurricane Sandy’s effect was devastating, causing widespread damage to core infrastructure. To assist with the relief of affected residents, Tectonic holds a two year contract with the Governor’s Office of Storm Recovery of the Housing Trust Fund Corporation to provide Construction Management Support Services in connection with its administration of U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant-Disaster Recovery (CDBG-DR) funds appropriated by the Disaster Relief Appropriations Act, 2013 (Pub. L. 113-2). Tectonic was 1 of only 2 awardees that were pre-qualified for all 5 tasks including: Damage Assessments; Environmental Assessments; Inspection Services; Demolition Services; and, Project Level Design and CM. Tectonic is currently providing in-house staff augmentation for GOSR, providing senior level management in support of the GOSR Director of Housing, as well as technical analyst support.

MTA East Side Access Conveyor System

East Side Access, a $7 billion MTA project underway in NYC, will connect the Long Island Rail Road’s (LIRR) Main and Port Washington lines in Queens to a new LIRR terminal beneath Grand Central Terminal in Manhattan. The new connection will increase the LIRR’s capacity into Manhattan, shorten travel time for commuters, and provide a new commuter rail station in Sunnyside, Queens and under the Grand Central Terminal.  To support the new connection, Tectonic provided structural engineering and special inspection services on a multi-year contract for various phases including the Manhattan Tunnel, Harold Interlocking Structures and Grand Central Station. Construction design support services included structural and geotechnical design of temporary facilities including preparation of footing design plans for conveyor system to disposal of tunnel muck that included an enclosed steel truss spanning 120 ft. across Northern Boulevard.

Orange County Environmental On-Calls Wetlands & Rare Species

Wetlands provide many beneficial functions to the environment and people of NY.  This includes flood protection, erosion control, pollution reduction and providing valuable habitat for rare and endangered species.  Protecting these wetlands is vital for preventing habitat loss and maintaining the health of the environment.

For three (3) consecutive years, Tectonic’s Environmental Department has been designated to provide a one (1) year term contract for on-call freshwater wetlands and threatened and endangered consulting services to the Orange County Department of Public Works (OCDPW) for various projects involving federal and state freshwater wetlands regulated by the United States Army Corps of Engineers (ACOE) and New York State Department of Environmental Conservation (NYSDEC). Contract services include wetlands investigations, delineations, reporting, permitting, regulatory consultation, and mitigation design/monitoring on a project‐by-project basis throughout Orange County.

Tectonic’s wetlands consulting services is assisting the OCDPW with project development during environmental impact assessment activities in connection with the with State Environmental Quality Review (SEQR) process, pursuant to Articles 24/15 and 6NYCRR- Part 182  of the New York State (NYS) Environmental Conservation Law (ECL) and Sections 404/401 of the Clean Water Act.
